Germans sort of shocked that Egyptians would actually use the weapons they sell them

Offenbar werden die deutschen Güter in Ägypten unsachgemäß eingesetzt.

Just like the sort of shocked that Israeli might have plans to actually sink something or worse lanuch a missile from one of these peaceful Dolphin-class subs. I suppose it never occurred to Germany that a cruise missile, nuclear tipped, could be launched through a torpedo tube.

…just like the $1.8 billion in military aid from the US every year. Also only earmarked for ‘peaceful’ use?
